Abstract

This work plan proposes a comprehensive analysis of the interaction between energy transition and energy poverty reduction in Brazil, emphasizing climate and social justice. The main objective is to provide technical-scientific support to the State in political-administrative, regulatory, and judicial decisions related to the electricity sector through strategic litigation and responses to public consultations and administrative procedures.The methodology includes mapping regulatory and judicial demands, encompassing cases in higher courts, the São Paulo State Court of Justice, and administrative procedures in agencies such as ANEEL, MME, TCU, and CGU. The study aims to develop the position of the São Paulo Center for Energy Transition Studies (CPTEn) on critical issues, focusing on human rights, energy poverty, environmental protection, and sustainable development.Highlighted cases include TCU Procedure No. TC 005.710/2024-3, addressing business models involving distributed generation, and ADI No. 7195, related to the taxation of electricity. In addition to regulatory and legal analysis, the project will incorporate international examples and sectoral experiences, such as the influence of the Framework Convention on Tobacco Control in public health, adapted to the energy context.Expected outcomes include producing technical reports, acting as amicus curiae, and directly contributing to the construction of public policies and regulations that promote a sustainable and fair energy transition. The CPTEn leadership will guide demand prioritization, and the entire project will be continuously monitored to ensure its relevance and impact.
