Abstract

This research aims to investigate the budgetary governance of education policy and intra-municipal inequality in the cities of São Paulo and Fortaleza. The 1988 Federal Constitution decentralized responsibilities and competences to municipalities, making them key actors in the provision of public policies. Mechanisms such as Fundef, and later Fundeb, contributed to reducing funding inequalities among municipal school systems, with a significant role of federal government. (AU)
