NGOs with mandate to prepare public policy?: the participation of NGOs in literacy policies and youth and adult education in Brazil (1990-2010)

Abstract

This thesis examines how national and international dynamics became intertwined in the political and juridical arrangements that allowed for a number of NGOs to act as protagonists in the design, implementation and evaluation of literacy policies in Brazil from 1990 to 2010, providing expert services for the federal government. Relying on the sociological analysis of the creation and functioning of two main NGOs active in this period ¿ Ação Educativa e Alfasol ¿ and of their interaction with the federal government, the analysis shows that this partnership was made possible by the joint interest of, on one hand, multilateral agencies as UNESCO in diffusing globally a model of democracy that relies on the so called civil society participation in policy making processes, and, on the other hand, national academics involved as activists in the political field since the 1960¿s, trying to maintain their positions or increase their political influence in the post military regime era. As a wide administrative reform introduced a series of mechanisms to regulate the relations between NGOs and the State, and as the academics succeeded in presenting themselves as literacy experts, the literacy policies became a joint endeavor of the federal government and of the academics connected with some NGOs. It is argued that this analytical model can contribute to a better understanding of the role that non-elected experts play in shaping public policy and in complexifying the political competition (AU)
