Local networks and purchase institutional markets of family farming in the municipalities of Adamantina, Pauliceia and Tupi Paulista – São Paulo State

Abstract

The research aims to analyze the effects of two programs of purchases of products from family agriculture: The Programa de Aquisição de Alimentos [Food Acquisition Program] (PAA) and The Programa Nacional de Alimentação Escolar [National School Feeding Program] (PNAE), in the municipalities of Adamantina, Paulicéia and Tupi Paulista, located in the western part of São Paulo State. In general, the aim was to investigate the institutional markets, based on the structure of operating local networks. As methodology was performed a bibliographical review, documentary research, secondary source data collection and field work, through interviews with municipal agents, representatives of associations, entities of the social assistance network and application of form to the family farmers who participate in the programs and beneficiary families. The actions and programs of food and nutritional security, which had as main reference the Programa Fome Zero [The Zero Hunger Program], show that in a little more than a decade, they have effectively contributed to the reduction of poverty and misery, removing the country from the map of hunger of the United Nations, in 2014. By prioritizing the purchase of products from family farmers, the institutional markets stimulate the production of foodstuffs and encourage the economy on the local scale. In this way, it was verified that the numbers of family farmers and associations of rural producers directly involved with the PAA in the Simultaneous Donation modality, in the studied localities, were expressive, unlike of PNAE in which the marketing of products involved fewer collective organizations and rural producers. The construction of the network in Adamantina allowed the creation of a municipal institutional market, the Programa Municipal de Agricultura de Interesse Social [Municipal Program of Agriculture of Social Interest] - PMAIS, in the year of 2012. Furthermore, the distribution network of PAA products, in the three surveyed localities had problems with greater concern in Adamantina. The public attended by the Municipal Food Bank was clearly oversized and served people who did not qualify as a priority public. However, budget reductions PAA occurred since 2015, by the Federal Government, have resulted in consequences that are already perceptible, in the municipalities of the Nova Alta Paulista region, adversely affecting farmers, entities and beneficiary families. In addition, certain challenges were observed for the increase in the number of family associations and farmers in the PNAE, in the locations surveyed, because this program has an operational logic distinct from the network constructed by the PAA.
