Abstract

In this PhD dissertation, I seek to demonstrate the importance of committees of the Brazilian legislative branch from three focuses: structural features, allocation of deputies, and legislative activity. From the first, I demonstrate that committee structural features encourage the specialization of its members. From the second, that party leaders seek to use these features, coordinating the allocation of parliamentarians in these bodies. In doing so, they select deputies aligned to the committees where the preference represents their party over the plenary. And, in committees whose preference is like that observed in the lower House, they favor the selection of experts. Finally, the third focus, I demonstrate that belonging or not to the coalition government impacts the way that a party acts in the legislative process, through committees. This is reflected in which bodies they chair, how committee chairs appoint rapporteurs, and how those appointed act in the scrutiny of bills. The results found confirm that the committees are a relevant actor in the Brazilian legislative process and that the parties are key players in these bodies, coordinating their activities (AU)
