The housing rights in rural area: meanings, difficulties and potentialities for their achievement

Abstract

The issue of housing in rural areas passes through modifications by means of specific public policies, seeking constantly to solve the problems as homelessness or the unevenness of the house. However, quality housing remains part of the daily struggle of family farmers, especially when it comes to the warranty of decent housing. When considering that the housing achievement is closely associated to land access, the violation of their rights will be strongly present in the Brazilian rural areas, as a historical consequence of the exclusion and marginalization of those farmers in the country training process. Nevertheless, it is observed that funding and resources for the rural housing are insufficient and the public housing policies are consolidated from guidelines based in urban problems. Therefore, the objective of this study was to analyze the difficulties and potentials of the housing rights achievement in rural areas from the housing meaning within the family unit. The field work was carried out in an agrarian reform settlement, located in Tremembé-SP, where there was the state¿s role in the houses construction, and a rural district, located in Pindamonhangaba-SP, in which there is the absence of the state in housing guarantee. The methodology was made through the proposal of the development of indicators to identify the factors that influence the achievement of the housing rights, based in United Nations (UN) guidelines, from structured questionnaire applied in both communities and using multivariate statistics. Also, there were made semi-structured interviews and life stories with families of both communities identified during the questionnaires and participatory observation in a family group of the settlement, to understand how the process of the housing achievement was. The output factors indicators showed small variations between communities, even though it had been the state¿s action in the settlement. The output variables represent five of the seven UN guidelines. Moreover, it was possible to identify the family arrangements for the housing establishment, both in its physical aspect as in the subjective representations and its position within the family. In their houses, it was identified the past of those farmers, with present influences signified by the family group that goes beyond the boundaries of the community. However, the housing rights were not guaranteed to those families in both communities. The absence of the state and the tenure insecurity (related to the unsure access to land) are the principal elements that determine those realities (AU)
