Newness at stake: new parties' performance in Brazilian mayoral elections (2012 and 2016)

Abstract

In Brazil, the dynamics of new parties emergence is not connected to specific issues, but related to political elite’s behavior (MAINWARING; MENEGUELLO; POWER, 2000). The country has the world’s highest Effective Number of Parties (ENP) and this number keeps growing (BORGES, 2019), making it important to explore what brazilian political characteristics causes this dynamic. Therefore, the research question is: what are the direction and extent of the party system’s impact on the new parties’ performances in electoral disputes? The chosen cases are the eight brazilian parties created in the 2010’s (until the beginning of this research), as they fit the definition of "few parties that decide to enter the later stages of democratic development" and reach considerable success (TAVITS, 2008, p. 132). The main hypothesis is that the new parties find more favorable arrangements when they debut in municipalities whose party systems are less institutionalized, a concept criticized for being operationalized in a way that harms the scores of multiparty systems. For this reason, municipalities that count with less than 200 thousand electors were chosen as places of analysis, as the dispute for city halls’ rules in these places lead to a bipartisan system (DUVERGER, 1970, p. 253). The alternative hypothesis is based on the arguments elaborated by the literature on new parties, especially the existence of new issues. The local politics aspects, such as party migration and socioeconomic data, are considered as intervening and control variables, respectively. The research will be based on quantitative methodology, using multiple linear regressions as main method, which can unravel the multivariate character of social phenomena, even predicting the behavior of a phenomenon – in this case, the new parties’ electoral performance – under certain conditions (AU)
