Abstract

Despite the coalition government maintains a widespread empirical reality in presidential systems, little is known about the conditions responsible for underpinning the agreement between the governing base parties when the question is the construction of a policy agenda between the president and the other parties. who agree to be part of the government. What are the winning politicians that the parties that accept to be part of the government expect to have and what are the limits of concession of their policy agenda that the president\'s party is willing to make? How do parties agree to govern together and run for elections separately? These are questions that this thesis seeks to answer. Through the analysis of the formation of coalitions in Brazilian presidentialism, during four presidential terms, we concluded that presidents and parties are interested in policies for the electorate, but that in this case, informed and in the expected expectations, the president ensures for himself the command of the policies that he believes can guarantee him electoral success.
