Abstract

The formation and operation of Virtual Enterprises constitutes a model of competitiveness, mainly for Small and Medium Companies in emergent countries, where the optimization of existent skills and the synergy are alternatives to the access to intensive capital sources. A Virtual Enterprise is a temporary network of entities that joint to explore a business opportunity, sharing competencies, costs and access to the market. In contrast with the capacity of quick reaction to a business opportunity and to offer to the market differentiated solutions, Virtual Enterprises have several adjacent difficulties to its formation. Factors as available best practices, access to complementary skills and trust culture are enhanced if laid out in a stable network., in which , there are companies predisposed to perform cooperation. The objective of this work is arguing the problematic formation of such stable networks, denominated Virtual lndustry Clusters, by means of running out a practical case: the VIRTEC-Virtual Organization of Technology. By basing on the use of the action research method, the stages considered necessary to such network formation were developed. In these stages stand the methods and tools for their execution, foreseeing the corporate practices analysis, the identification of the companies constituent skills, the creation of internal mechanisms of mutual knowledge among the companies, and the settlement of a reference model (AU)
