Public actions for local development in quilombolas communities: the cases in Mandira-SP and Campinho da Independência-RJ

Abstract

This study aims to analyse two experiences of local development projects in quilombolas communities, considering the Demonstrative Projects from the Ministry of Environment (Subprograma Projetos Demonstrativos do Ministerio do Meio Ambiente - PDA/MMA), Campinho da Indepedencia in Paraty (Rio de Janeiro) and Mandira, in Cananeia (Sao Paulo). We intend to identify the socio-cultural, economic and environmental impacts in the communities involved in these projects, especially with regard to improving their living conditions, the fulfillment of the goals initially established and the meeting of expectations of the populations involved. Data were collected through secondary sources and interviews and participant observation in the communities studied. The debate regarding the critics to the notion of development as synonymous of economic growth are present in this study, considering the questioning about the centrality of the economy as the main principle of social life. This discussion is followed by thoughts on local development, emphasizing the greater participation of society as important aspects to improve the quality of people´s life. Our results show that the public policies support is important to the development as freedom, in regard to the attendance and involvement of the beneficiaries, due to the fact that they can establish what they wish in order to be capable of evaluating which results the project brought effectively to the community. Even with its limits, the projects renew the roles attributed to the quilombolas farmers, because of its main conceptions. They are based on new practices: in the Mandira community, there is a management plan which determines rules to the oyster extraction, according to sustainability studies and the trading process through a cooperative organization; in Campinho da Independencia, the jucara collecting process incentives the incorporation of agroecology principles. The synergy created by the projects is something to emphasize. Many other initiatives were developed in order to fortify the actions started with the PD/As in Mandira and Campinho da Independencia. This is a process, whose results will be visible in the long term. In both communities it is evident the learning process acquired through the experiences, guaranteeing a greater knowledge of the productive process in which they have been involved, generating more contact with the other actors and an environmental conscience. In this way, it is possible to notice the capabilities development within the communities studied, even if there is a dependence of the state´s resources. (AU)
