Abstract

Abstract Water supply and sanitation sector in Brazil has a centralized background. The Federal Law no.11.445, in 2007, brings the possibility of participation and social control on sector; and mechanisms to decentralized decision-making and to include several sectors on water supply and sanitation sector for integrative governance. Therefore, this paper aims to evaluate incorporation of water supply and sanitation on Municipal Council of Urban Policy in Guarulhos, SP, between 2015 and 2017; and to evaluate social participation according to environmental justice and water governance. This research focuses on Council´s meetings. The studied Council did not deal with basic sanitation actions, even at a time of water supply crises, and was mainly based on issues related to the revision of the Municipal Master Plan. The imposition of social control of water supply and sanitation did not contribute to the social construction of the process. (AU)
