Abstract

In the State of São Paulo, as in the rest of Brazil, inequalities in access and quality of educational services are crossed by constraints of gender, class, race and place of residence. Historically, rural territories have always presented the worst indicators in relation to urban space. Actions that affect public policies for access to school are fundamental for the promotion of democratic education, which presupposes access, quality and equity. The Public Ministry plays a prominent role in the defense of diffuse and collective rights, including the right to Education. However, the social invisibility of the demands of rural populations, associated with a centered urban ideology, also affects the Public Ministry, which has been unable to act in guaranteeing this right. The project aims to broaden and deepen the recognition of the Education agenda for children and adolescents in rural territories in the work agenda of the Public Ministry of the State of São Paulo (MPSP). In order to accomplish this general goal, it will be necessary: the analysis of the particular forms of rural education in the State of São Paulo, also the training of MPSP members to optimization of its actions. The project foresees two phases that encompass: 1) Composition of the territorial analysis base; Survey and analysis of quantitative data on the conditions of educational supply and demand in rural territories; Survey of the Public Ministry's actions on the subject; Elaboration of the education atlas of rural territories in São Paulo. 2) Construction by the MPSP team, together with university researchers, the guiding documents on the theme of the project to instruct the work of the prosecutor and induce internal policies in tune with overcoming inequalities and promoting the educational right of children and adolescents in rural territories. It is intended, with this, to increase the adhesion of promoters and technical team for the defense of these rights. (AU)
