Abstract

The main objective of this project is, through scientific evidence and in a co-created way with the actors of the territory, to design the Climate Action Public Policies of São Vicente. The main feature of the public management component concerns the idealisation of a Climate Action Public Policy and that of the scientific component concerns the development of tools to support decision-making in the design of this policy. The idealisation of São Vicente's Climate Action Policy is motivated by the fact that it is a critical location for concentrating the largest historical precipitation events in the Baixada Santista region, which tend to occur with greater frequency and local magnitude. In addition, there are regional, national and international policy backgrounds (e.g. the National Climate Change Policy and the Sustainable Development Goals). Although municipalities have a good apparatus for developing Climate Action Plans, there are not enough tools for cities to operationalise climate justice. And for São Vicente this is critical, since the municipality has a significant percentage of inhabitants in situations of social vulnerability, thus constituting the target audience of the municipality's climate policies. In this context, the municipality needs scientific information to operationalise climate justice in the design of its climate action policy. However, there are no concrete tools and metrics to operationalise climate justice, the development of which is explicitly recommended by the most recent scientific literature on climate justice. Therefore, from the point of view of advancing knowledge, the project will have great impact by generating a system of tools that will serve as a basis for cities to design public policies centred on climate justice. The articulated use of the tools was designed so that climate justice is the objective of planning, considering its three pillars and intersectionality. However, in isolation, each tool also presents advances for the scientific field involved, for example, in the development of a socio-climatic vulnerability analysis model and its incorporation into urban climate risk assessments, the adaptation of multi-criteria analysis methods for the selection of climate adaptation and resilience measures, and the development of a climate justice indicator system adapted for citizen collection. Due to the great impact of its results, a scientific dissemination plan has been designed with articles in international and national journals and events, as well as books, courses, booklets, guides and newsletters. However, what is expected is that the scientific results produced in a participatory manner with the municipality and local actors are actually incorporated through Laws, decrees and instruments based on a Municipal Policy for Climate Justice. In this way, the project would have an impact on improving the quality of life of the population, since public policies would really be directed to vulnerable populations (social minorities, street dwellers, poor people, among others) seeking to resolve social injustices, which leave them more exposed, more sensitive and with less adaptive capacity to deal with climate change. It is important to note that although we are co-developing methodologies for operationalising climate justice with the municipality of São Vicente, the scientific and technological outcome that will be achieved (CoP4Justice toolkit) has the potential to guide many cities in the Global South in designing their own justice-centred climate change policies.
