Abstract

This proposal focuses on the Public Policy (PP) of financing under the National Agrarian Reform Program and aims to study and propose technical parameters for the creation of a Normative Instruction for the monitoring and evaluation (M&E) of management and execution procedures related to the Installation Credit Policy. The policy covers several modalities, including Forestry, Environmental Recovery, Youth Support, and Housing, implemented in federal rural settlements. The project will be carried out through a partnership between the Federal University of São Carlos (UFSCar), which will host the project (Host Institution), and the Regional Superintendence of INCRA in São Paulo (SP), the public body responsible for coordinating and operationalizing the Installation Credit Policy within its jurisdiction. The co-production process used in this proposal is structured in four main phases: the preparation of a Technical-Scientific Report analyzing the contingencies of the PP implementation in the state of São Paulo; the development of a state-level M&E model; the adaptation of this model for federal application; and the creation and publication of a Normative Instruction that will regulate future M&E practices for the Regional Superintendencies. The applicable improvements include the implementation of an M&E system (process, product, and impact indicators) that will enhance the PP's ability to mitigate or overcome its identified implementation contingencies during the research. This system will improve the policy's efficiency (performance of activities related to its management process), effectiveness (ability to achieve stipulated goals), and impact (utility of the results in achieving the intended objectives). Additionally, the system will enable continuous monitoring of the effects generated by the project's actions through annual analyses, allowing for adjustments and improvements based on observed outcomes.
