Abstract

This project try to map, caracterize and analyze increasing presence of private sector in the public education in São Paulo State through "sistemas apostilados de ensino", by a significant number of municipalities to their schools. The project focuses in municipalities by 100 thousand inhabitants, considering that in previous research (Adrião, Garcia, & Borghi, 2008) most of this process was on this kind of municipalities. We belive that, first of all, this is the result of three processes. First, the changes in public administration as results of the "Lei de Responsabilidade Fiscal", 2001; second the consequences of the municipalization of the fundamental education in the State as a whole and, finally to particular aspects of the market, in wich are the private enterprises that sell thesse products, that will be the third movement to be studied.
