Abstract

The idea of enlargement the interests prioritized by state economic policy in the Lula governments implicitly or explicitly appears in many authors, the first objective of this project is to read the literature on the Lula government, making a balance of this hypothesis. Then focusing on the role of the National Bank for Economic and Social Development (BNDES), we intend to study disbursements targeted at large companies (the national champions), mergers/acquisitions inside and outside the country, local investments (especially infrastructural and the pie sharing among large contractors), the stock participations of the bank, financing exports of goods and services and the discussion around the role of the institution in recent years. Actuation that we believe to demonstrate an indicative of greater political influence gained by representatives of the productive sector in PT government (compared to FHC). The study of foreign policy will be linked to this dimension of national economic policy, focusing on incentives for internationalization of the elected companies through the exportation financing, based on goods and services. External & economic policy analyses will take into account the Lulismo and the international economic scenario, favorable to commodity exports. About the Dilma government we intend to study the hypothesis of development policy have been boycotted by fractions of the dominant class, doing an extensive survey through the research primary sources. And we intend to argue that the relativization of the national developmentalism is related to the problem of dependency. (AU)
