From risk communication to risk culture: building the bridge with tools and methods to empower population under environmental risk

Abstract

The main objective of the coming of visiting researcher Jacques Lolive refers to his participate in the project Fapesp Auxílio Regular 2014/07014-0, From Risk Communication to Risk Culture: building the bridge with tools and methods to empower population in situations of environmental risk, Principal Researcher: Cintia Okamura, Institution: CETESB - Companhia Ambiental do Estado de São Paulo. Background Before describing the work plan in which Jacques Lolive, visiting researcher, will participate during his mission of twelve (12) months in Brazil we shall describe the background that justify this request .Jacques Lolive was the coordinator on the French side, of the FAPESP-CNRS Research Project (2013-2014) nº 13/50022-0 "A contribuição do campo das ambiências para a construção de instrumentos e métodos de sensibilização, comunicação e participação envolvendo populações expostas ao risco de contaminação biológica das águas" and Cintia Okamura was the principal investigator of the Brazilian side. The realization of this research provided important insights that were the basis for the preparation of the Project FAPESP Regular 2014 / 07014-0, which proposes to test and build relevant methodologies to analyze, develop and enhance the experience of the exposed population to contribute to the development of a culture of risk. Therefore, Jacques Lolive proposed applying some methods tested in France that will be adapted to Brazil. Work Plan for the visit of the researcher Jacques Lolive: April 2014 to March 2015STEP 1 (april to september 2015). * Meetings with the staff of the CETESB: Meetings are monthly.*Beyond the pilot areas, visits of contaminated areas and critical sites containing critical environmental situations.* Participatory diagnosis with the research team: State of the Art, discussion of the research problems, advances and limits.* Visits to areas of study/Fieldwork.* Participatory planning with the research team: analysis and discussion of the products obtained in the first step of FAPESP 2014/07014-0; * Participatory planning with extended team of research: discussion of data obtained on the field and in the field (pilot area), discussion and choice of instruments and methods that will be applied, drawing up a plan of action. The experiences of the team involved will be presented.* Participatory diagnosis with the population using the instruments and methods chosen in Participatory Planning. STEP 2 (october 2015 to march 2016). * Systematization of data obtained in participatory diagnosis with the population and the analysis and definition of the issues, expectations and controversies raised by the case. * Identification of different subjects concerned (experts, residents, managers, politicians, etc.) in order to reflect on the interlocutors that will compose the second phase: "Risk Forum". * Participatory analysis with the research team: presentation and discussion of the results obtained in the field and critical analysis of the research tools and methods. * Launch of Risk Forum: discussing with the public the results of the participatory diagnosis. * Based on the analysis of field work, translation of research results into norms of action that will allow the development of awareness-communication and participation protocol drafting. * Risk forum: presentation and discussion of the proposed protocol awareness raising- communication and participation.
