Abstract

We propose to apply the extended goal programming network for strategic energy planning in Brazil. The extended goal programming has recently been extended to cover a short decision network of multiple stakeholders and multiple objectives. This methodology has potential to be extended to include goals and to be demonstrated on a larger case study. The current renewable strategic energy planning needs of Brazil are an ideal application area for the proposed methodology. Brazil already has a substantive renewable energy portfolio but it is in need of diversification. This is due to an over-reliance on hydroelectric power and a consequent vulnerability to drought and water shortage. There are new proposals in other renewable energy fields such as wind power (offshore and onshore), solar power, geo-thermal power and biofuels. Each of these has its own profile in terms of economic costs, environmental impact, social impact, and flexibility of supply. Additionally, there should be a fair balance between different regions of the country considering the energy need profile of each region a'1d the power loss of long distance transmission. (AU)
