Abstract

The subject of this research project is the New Public Management (NPM) in Higher Education Institutions as an instrument that aims at performativity, whose focus is on regulation and performance evaluation. The Federal University of São Carlos (UFSCar) was chosen as the representative institution for this study, whose general purpose is to analyze UFSCar's institutional policies and their repercussions on management and evaluation practices, based on current reconfiguration processes of policies and procedures regarding evaluation and regulation of Brazilian higher education, as well as their connection with means of state supervision, within the framework of Reuni (Brazilian Support Program for the Restructuring and Expansion of Federal Universities). The object of analysis will be the mechanisms of control, and the reference will be performativity. Therefore, this is a case study in which documental and bibliographic surveys will be used, in addition to semi-structured interviews with institutional agents in charge of bodies responsible for the production and organization of performativity indicators, as well as with managers in charge of implementing management contracts. Data will be categorized, triangulated, and analyzed according to theoretical concepts and studies that have been developed by Rede Universitas. This investigation is associated with the research entitled 'Direito à educação superior: novos modos de regulação e tendências em construção' ['Right to higher education: new methods of regulation and trends under construction'], proposed by Rede Universitas, a network that assembles researchers from several Brazilian institutions. The results to be achieved are expected to broaden the knowledge on the link between bureaucratic administration and the new public management in Federal Higher Education Institutions. (AU)
