Between the detached delinquency and the articulated criminality: the position of young people in the new urban criminal order

Abstract

This proposal intends to investigate the phenomenon of teenagers engaging in urban crime in the city of São Paulo, aiming the identification of the role they play in the contemporary conformation of illegalisms and their management, whether concerning more articulated criminal economies (such as drug traffic) or detached crimes against property (theft and robbery and their connections with stolen goods markets), both operating in the city. Nonetheless, we intend to adduce information about their relations with the forces of order, and their greater or lesser vulnerability to institutional violence (especially when perpetrated by police) and to the violence of criminal markets in which they transit. To achieve this, we intend to build a quantitative portrait about teenagers accused of infractional acts (arrested or not) in São Paulo, their sociobiographic and sociojuridical profiles, through the records available at São Paulo Juvenile Justice Special Court and Casa Foundation Center of Research and Documentation and also the observation of court hearings. This portrait to be built about teenagers involved in contemporary urban crime will be confronted with the prevailing profiles of minors that commit crimes in the 70s and 80s, taking into consideration how deep the social representation of delinquency reflected on them is nowadays reconfigured, as a consequence of the redesign of illegalisms and their management in the city.
