Abstract

This study has the aim of identifying possible changes regarding providing of childhood education via covenant from implantation of FUNDEB (Fund for the Development and Maintenance of Elementary Education). The fund enables the transfer of public money to private non-profit institutions which have covenants with the public power for the offering of the first phase of elementary education. The group of cities here researched are the large ones of São Paulo state whose population is around 100,001 to 500,000 inhabitants according to the census of Brazilian Institute of Geography and Statistics - IBGE (2010). The period of this study is from 2007 to 2012. Bibliographic readings methodology, telephone calls and/or emails to the Education Secretaries of the Cities for the collection of information about the covenants will be used as theoretical procedure for the execution of this work. We start from the idea that FUNDEB implantation may give raise to an improvement to public-private partnerships for the resource for implantation of the covenant is furnished by the fund.
