Abstract

This research project is inserted in a contemporary debate that involves, on the one hand, the expansion of democratic participation and, in the other, the consolidation of gender questions as a focus on public policies in a global scale. In Brazil, these processes are materialized in 2003 with the creation of National Secretariat of Public Policie for Women that, between other secretariats and ministries created, becomes a mechanism for dialogue and participation of the organized civil society. The process of negotiation and conflicts between hegemonic and transformers interests, encouraged by participative democracy, bring itself an innovative potential for political action and social change. However, the implementation of the objectives expressed on the documents constructed in participatory processes depends on the correlation of forces and disputes in the state arena. In this context, this research focuses on apprehend how these recent reconfiguratons on the feminist political field has influenced the processes of development and implementition of public policies aimed at promoting women's economic autonomy policies, one of the main axes defined by the international development agenda and included in the current National Plan of Policies for Women (2013-2015).
