Abstract

The research project is based on an analysis of potentials and limitations of the urban intervention instrument called Operação Urbana Consorciada (joint urban operation) Água Branca in São Paulo within the scope of social housing. It will look for identify and map the main housing needs of the population which resides nowadays inside the intervention perimeter, and establish a critical examination of the general objectives and insertion of popular housing on the intervention program purposed by operation, as well as its deployment strategies and instruments. It is expected that the research can work as an instrument to support civil society insofar as provides information about housing situation on the scene, critical analysis of the deployment instruments and methods, and propositions to be discussed on the instances of participative administration. In the academic sphere, it intends to raise questions about the capacity of large urban projects, as Operação Urbana Consorciada Água Branca, to attend housing demands and to promote the right to the city and to adequate housing, mostly for the most vulnerable populations.
