Abstract

The general objective of this research project is to analyze the potential and difficulties of implementing primary care-oriented Primary Health Care (PHC) programs involving healthcare and social assistance, in order to cope with poverty and social inequalities in areas with strong levels of social vulnerability, based on the perception PHC workers. The specific objectives include: sociodemographic, economic, and cultural characterization of the areas involved; characterization of the PHC services and workers available in these areas; identification of the groups experiencing social vulnerability in these areas; interpretation of the perceptions of PHC workers concerning the programs proposed; and the development of a theoretical framework for social inequality. This is an exploratory-descriptive study with qualitative and quantitative approaches. Data will be collected through focal groups and questionnaires. The study setting will be Family Health Units located in the East region of Ribeirao Preto, SP, Brazil. The participants will be professionals working in the Family Health Units selected for the study. Data from the focal groups will be analyzed in light of Jürgen Habermas' hermeneutic theoretical framework based on his theory of Communicative Action. The frequency of data from the questionnaires will be computed using simple percentages. A visit to Madrid, Spain is necessary for the development of this study to meet the objectives of characterizing PHC services and to develop a theoretical framework for social inequality.
