Abstract

This master's dissertation aims at developing an empirical study to understand the distribution of students' opportunities to learn among different socioeconomic and ethnic-racial groups, as well as in the various Brazilian regions and states. The theoretical reference of this research is grounded i) in the concept of the Opportunity to Learn and ii) in the discussion concerning the role of intra and extra-school factors in students' learning. The research methodology consists of the following steps: i) literature review; ii) deployment of research-wise concepts; iii) methodological option: the multinomial logistic model and the processing of 'missing' data, iv) the interpretation and discussion of the findings. The literature review has been concluded and presented in both my qualification examination and in my partial FAPESP research grant report. This proposal also presents the results that has been obtained in the first methodological step. On the other hand, steps ii, iii and iv are under development and constitutes the main goals of the research program abroad through BEPE grant. This is the reason why the guidance of Professor Martin Carnoy at Stanford University is key.Keywords: Opportunity to Learn, School Effects, Saeb, Right to a quality education. (AU)
