School feeding and territorial development: a comparative study of the National School Feeding Programme (PNAE) in Dracena and Regente Feijó(SP)

Abstract

From the 1990, a part of public policy had changed its focus from sectoral to territorial character, especially those directed to rural areas and implemented by the Ministry of Agrarian Development (MDA). Influenced by the neoliberal wave, for programs implemented on the European scene, such as LEADER, and the guidelines of multilateral agencies for the provision of funding, there are new development ideas that come to prioritize local management, social participation and to value the territory under a pegged perspective the new forms of governance in the country, marked by the Constitution of 1988. All of these influences introduce new forms of Brazilian state action, and this is evident from the Lula government, with the Zero Hunger Program. Among the initiatives of this public policy, we have the National School Feeding Programme (PNAE) which brings in its premises, the appreciation of the local, through the purchase of family farming products, and delivering them in schools of the state and municipal school. The program has concern for school feeding in order to ensure food and nutritional security (SAN), through access to healthy food, directly supplied by small farmers. Our study analyzes the development of PNAE in the recent period, considering the actions taken by social actors, with a greater focus on farmers as well as local managers program and the schools receiving the products. It proposes a comparative analysis in the cities of Dracena and Regente Feijó, located in São Paulo. (AU)
