Abstract

This research project is being presented in order to contribute to the discussion of Administration / School management, specifically on the establishment of collegiate bodies and educational institutions in the auxiliary building of democratic school management. Considering the fact that each city has its cultural, social, economic and have, by law, empowered to create the SME (Municipal System of Education), question: how the municipalities of São Paulo, which constituted their municipal systems own, they have designed and oriented their schools in relation to democratic governance? There are documents of the municipalities that work specifically with the collegiate bodies and auxiliary educational institutions? How come? Thus, this study aims to examine how the small towns of the state of São Paulo are working and guiding schools belonging to their system to democratic management, specifically, referring collegiate bodies and auxiliary institutions teaching. To achieve this purpose, we chose to work with 15 municipalities, the number of inhabitants is less than 50,000. We chose it because of the small importance given to small municipalities, including with regard to school education and democratic management. The main material to be used will be sought in education sites of the secretariats of each county chosen, which seek documents, such as the Organic Law which is the municipal education system, and others, such as laws that include the organization and processes education and schools etc. To conduct the survey, will be used the theory of discourse (Laclau and Mouffe 2015), it is democracy in its radical and plural form without precepts and regulations. This reference has been deepened by the study group and in integrating research and has been presented as a reference of other scientific initiation research whose processes are underway at FAPESP (as an example: Process 2015 / 25944-7) (AU)
