Abstract

This research aims to demonstrate in what extent paradigms of norms of humanitarian intervention evolve to adapt to the claimed resistance by Third World countries within the United Nations. Principles of protection are the main epitome of the humanitarian norms of the 21st century in the UN system. These principles have adapted to the post-Cold War distribution of powers within the collective security structures. In order to understand the life cycle of such norm, one has to analyze the multilateral debate on the use of force framed according to the principles of protection. The research compares the process of diffusion of the responsibility to protect (RtoP) and the protection of civilians (PoC) to derive considerations about the effects of the contestation of norms of humanitarian intervention to the political dynamics.
