Abstract

In this work we will seek the social and economic processes that led to the institutionalization of the Metropolis Statute - Federal Law n. 13.089/2015 - and the general ideological and political guidelines of its formulation. This Statute is a historical-social synthesis of policies aimed at the Brazilian metropolises, as well as the result of the articulation of the State with projects of urban development and metropolitan governance proposed by the World Bank for peripheral countries and mechanism for systematizing a particular federalism as a model In this research we will seek the degree of internalization of these policies in the Brazilian metropolises, the search of the State for the insertion of urban spaces in the international division of labor in times of economic globalization and the change of scale of action on the metropolises involved the reconfiguration of the federative articulation between federal, state and municipal governments. Although the Metropolis Statute appears as a new urbanistic instrument in the metropolitan scale, the research led to its understanding as a scalar complement sui generis of the regulatory elements present in the Statute of Cities; Thus, the research intends to investigate to what extent the metropolitan governance proposal follows urban exhausted projects in the central countries, reproducing in Brazil a decontextualized urban model that creates the mismatch between political measures and historical, geographic and economic processes in progress, instead of regulate the metropolises and give them cohesion.
