Abstract

Municipal Environmental Licensing (LAM) and the Neighborhood Impact Study (EIV) are instruments with the purpose of licensing an activity or enterprise in a given territory and represent an attempt to articulate urban and environmental problems, even though they present normative and conceptual trajectories that derive from distinct rationalities and still present little communication and perspectives of joint actions. Many researchers point out the importance of integrating these instruments, but it is still at an early stage in municipalities due to technical and political challenges as well as challenges in the scientific field, raising new research questions. With a focus on the State of São Paulo, in the evolution of the application of these instruments, this research project proposes to advance in the investigation of the relationship between urban and environmental regulation. This project uses two qualitative research approaches. The first approach refers to bibliographic and documentary research in which theoretical, conceptual and methodological approaches on LAM and Urbanistic Licensing (LU) with EIV will be investigated. In the second approach, multiple case studies will be analyzed in order to demonstrate the evolution of the application of these instruments to integrated urban environmental management. (AU)
