Abstract

This project aims to understand the historical permanence of the legitimacy of lethal state violence, based on the diagnosis of the deaths committed and suffered by civil and military police in the city of São Paulo. The research will seek to identify the pattern of action of police and prosecutors of the State of São Paulo (MPSP) based on the analysis of the processing flow of cases of deaths resulting from police intervention and police deaths in the criminal justice system of Sao Paulo. From the information obtained in court proceedings will be built a database that will allow to identify the most recurring arguments brought by the different state agents involved in the cases, namely: police and prosecutors. In this sense, it is expected to verify the existence (or nonexistence) of standards, both in the performance of the police, as in the evaluation and interpretation of the MPSP, responsible for the external control of police activity, regarding to the legitimacy of these cases.
