Abstract

The water crisis is a contemporary phenomenon in the São Paulo macrometropolis that requires complex interdisciplinary planning tools that enable accurate and rapid decision making in the face of scarcity. Relying on good governance and increasingly accurate information is essential for these processes to happen. An important part of these instruments use indicators, however, their use, which serves as a political planning instrument, which could facilitate participation in water governance, when disconnected from the territorial structure may lead to limits in democratic governance. For this reason, the objective of the project is to characterize the difference in nature and degree in the territories of the Paulista Macrometropolis (MMP), with the hypothesis that the "territorial holes" are also democratic participation holes. To this end, a bibliographic review based on environmental epistemology will be conducted, with a view to the multiple determinations of the territory. With this, we intend to contribute to the systematization of recognition and dialogues of knowledge in the face of environmental crises and to the theoretical-conceptual advance in the reformulation of territorial policies.
