Abstract

The objective of this work proposal is to investigate the role of political parties during the period from 1946 to 1964 in the legislative arena, focusing on strategies and preferences of these actors manifested in the proposals submitted to congress aiming to change the rules of the political game, that is, the proposals for electoral reform. Studying such reforms is one way to envision how the parties and, the politicians themselves, inserted in the current democracy and which proposals to amend the rules in force. Proposals for electoral reforms will be considered bills of law originating in the legislative power that sought to change the electoral rules in some way. It matters here analyze the party as an actor in the legislative arena, as well as its actions, strategies and preferences. At the end of the research, it is intended to have a map as to which changes the parties considered necessary in the electoral arena, which were consensus, which were not and which justifications were the basis for the defeat or victory of the reforms.
