Abstract

The period from 1946 to 1964 is considered, by several authors, as the first Brazilian democratic experience. Unlike previous periods, the elections showed a high participation and a significant degree of competition, mainly between the two major parties of the period, PSD and UDN. However, the state of São Paulo, since the first state elections, ended up being dominated by others, more local parties, and by so-called populist politicians. On the other hand, even with this specificity, it is necessary to think about the case of São Paulo in the light of the way the elections were held: voters, in most places, were "made" by the parties, that is, enlisted and brought to vote. Despite having won the election for governor in 1947, Adhemar de Barros did not have the same resources as the larger parties to "make voters"; added to this is the fact that, during his term, there is no electoral re-registration and, therefore, there would be no possibility of making new voters. In this sense, the objective of this research is to understand how Adhemar and the PSP established themselves as the main political force in the state. This will be done by studying the electoral results and statistics of the electorate, mainly the enlistment, from the documentation of the Regional Electoral Court, in addition to qualitative research to understand how the PSP set up its "machine", with newspapers and documents from the Public Archive of the State of São Paulo, such as the Adhemar de Barros Fund and state administration documents.
