Abstract

Inside the agrarian reform settlements there's a continuous territorial conflict for the territorialities' control, that is, to control the uses of the territory. These conflicts generate different forms and degrees of subordination and emancipation. We define as subaltern territorialities those in which the capital uses the countrymen's land, appropriating the income from landsmen territory. In contrast, emancipating territorialities are those in which countrymen resist the capitalist attacks, the agribusiness marketing schemes, and build an development model alternative to the hegemonic one. The creation of different forms and degrees of subordination and emancipation is determined by factors internal and external to the landsmen units, among them, the socio-territorial movements actions and those of the federal and state governments, through public policies. The manner in which these factors develop is related to the disputes that occur in the territory's multiscale, including disputes in the immaterial territory, where are built the different paradigms manifested in the discourse and actions of companies, movements and the federal and state governments, directly affecting the agricultural development policies. For this reason, our aim is to study the production of subordinate and emancipated territorialities in the settlements, adopting the discussion between the Agrarian Question and Agrarian Capitalism paradigms as a theoretical-methodological option. We intend to carry out research in the settlements linked to the MST in the state of Paraná. We will analyze, among other issues, the impacts of the policies implemented by the federal and state governments in the period from 2019 to 2022 on the countrymen's territories, in order to understand how these governments actions are leading landsmen to subordination and/or emancipation and what will be the resistance strategies engendered from this political/agrarian context.
