Abstract

Does changes in veto legislative appraisal impact Executive-Legislative interactions? We intend to study and understand the nature and dynamics of the Executive and Legislative interactions around presidential vetoes. Furthermore, if this nature varies depending of the veto appraisal legislative institutions' weakness or strength. In other words, we want to analyze what makes the Executive veto, the Legislative override the veto, and if there are differences in political behavior between the periods split by the institutional change on veto appraisal rites, occurred in july 2013 in Brazil. This will be carried out through data analysis on approved and vetoed bills, on bill level data as well as on legal device level data. The data analysis will be done through logistic regression and time series cross-section methods.
