Abstract

This research proposes to analyze and evaluate the effectiveness of tourist planning actions and preservation policies in the regional scope of a set of cities that make up the tourist circuit of Serra do Itaqueri, through the study of the landscapes formed by the railroad, an important structuring element urban and regional, and the other territories and cultural references related to them (working villages, colonial centers, farms, factories, mills, etc.). It is also intended to evaluate the criteria for choosing the goods that are included in the circuits, as well as to demonstrate the importance of incorporating the memory of the territory as one of the structuring axes of future cultural preservation policies and regional tourism planning. The hypothesis is that the historical production landscapes formed in different territories by the railway, demand actions of integrated preservation and presupposes cooperation between public and private sectors, in supra-municipal policies and that this demands a review of programs for the tourist use of the cultural heritage of the municipalities, which are still based on the principles defined in the mid-1960s, from the creation of EMBRATUR (Empresa Brasileira de Turismo). The methodology will be qualitative, descriptive, exploratory and empirical. The analysis will be comparative in several aspects, aiming at the possibility of arriving at a set of preservation procedures and urban and tourist planning. As a result, it is expected to contribute to the improvement of methodologies for reading and apprehending the territories studied, based on the references pointed out and recognized by the inhabitants, and for the reflection of the importance of the cultural component in future tourist-cultural planning policies.
