Abstract

This research aims to understand real estate production in the economic segment, defined in two price range categories, the first up to R$240.000 and the second between R$240.000 and R$350.000, and how urban regulation is mobilized for this production in the different subspaces of the Centre, also producing different types of real estate. The Center has been in the midle of a growing real estate production characterized by properties with reduced sizes and high prices, so the territorial cut around the Center led to the study perimeter. Considering that the intention here is to articulate analyzes of real estate production with regulation, it was decided to use the perimeter of the PIU-SCE as a spatial delimitation. In this way, it will seek to understand how the incentives of the 2014 Strategic Master Plan, the 2016 zoning are mobilized; and in the Center territories, how the incentives of the Retrofit Law and the Urban Intervention Project Central Sector of São Paulo (UIP-CES) are mobilized. To this end, it will draw up a cartography of the region with a focus on real estate production and the perimeters of incident urban regulation. Its territorial scope is the central districts of São Paulo, with emphasis on the perimeter of the PIU-SCE, within which it must understand the specific dynamics of its subspaces, and choose 1 to 3 projects as case studies that allow the characterization of the product launched , its format (whether for purchase or rent), its promoters, audience for which it was designed.
