Abstract

The problem about the lack of definition of a protection mechanism that meets the specificities of the railway industrial heritage as a recent heritage, of wide extension and of different valuations, still persists as an object of reflection between different disciplines and agents. In this research we intend to analyze the criteria of protection attributed to Vila de Paranapiacaba (Process number 22209/82), by the Defence Council of the Historical, Archaeological, Artistic and Tourism of the State of São Paulo (Condephaat), in order to ascertain its suitability for preservation purposes of a railroad asset, whose performance extends into natural and urban areas, with an inseparable landscape. Specifically, the investigation involves the identification and analysis of policies and mechanisms for the protection of railway heritage at the national, state and municipal levels; for understanding the declaratory act of listing, its criteria and its use by Condephaat, focusing on the case of Vila de Paranapiacaba; and the identification of national and international policies and instruments that conceive the protection of the railway industrial heritage through landscape reading and that can subsidize the case under analysis. In addition to the investigation into the operational field of protection of the listed property, the analysis proposed here seeks to elaborate a deeper reflection on the influence of landscape reading for the preservation of railway heritage. This research aims to contribute to the investigation of instruments, plans and methodologies directed to the railway industrial heritage, considering the landscape reading as a contribution to the operational and theoretical treatment of this heritage category.
