Abstract

The main strategies proposed by global agreements and guidelines to address global changes emphasize agroecological transitions. However, the challenge lies in adapting and applying these global guidelines to local contexts. This study aims to assess how environmental management instruments implemented by the São Paulo government align with key global guidelines and evaluate their applicability in local contexts. To achieve this, we have two specific objectives. First, we will identify São Paulo's key instruments that promote sustainable practices in agrosystems and evaluate how they address the aspects emphasized by global guidelines. This will involve identifying sustainability indicators from local instruments that are comparable to those in global guidelines. We will carry out this identification based on the literature and through collaborative discussions between scientists and policymakers in São Paulo. Second, we will analyze key characteristics of municipalities assessed by instruments that rank them based on sustainable practices. The goal is to understand the factors influencing their ranking scores and determine whether these scores align with global guidelines and the evaluated characteristics. By examining the relationship between a municipality's ranking and its characteristics (e.g., rural system, socioeconomic factors, geography, and adherence to legislation), it will also be possible to assess the applicability of global guidelines in the local context. This study will identify challenges in aligning local and global guidelines, assess the effectiveness of public instruments in promoting sustainable agrosystems, and propose improvements at multiple scales.
