Abstract

Neighborhoods are promising units for urban planning and management, as they allow urban problems to be addressed more effectively and sustainably (WHEELER, 2013; YAN, WONG; JUSUF, 2013; ENGEL-YAN et al., 2005), bringing public administration closer to communities and promoting popular participation. From a scientific point of view, there is a lack of conceptual bases and methods addressed to this scale and context, as well as demonstration and discussion of results, including those with an impact on public policies. There are still few international regulatory experiences focused on neighborhood planning (UK NATIONAL ARCHIVES, 2011; NYC, DCP, 2023) and scientific approaches are more focused on specific aspects of neighborhoods, such as housing supply (PARKER; SALTER, 2017; BRADLEY; SPARLING, 2017) and urban security (NOLAN et al., 2004; LEE, 2021). and popular participation (BROWN; CHIN, 2013; BROOKFIELD, 2017). The 2014 Strategic Master Plan (PDE) of São Paulo, revised in 2023 (PREFEITURA DE SÃO PAULO, 2023) predicts the development of neighborhood plans in the municipality, which must be coordinated and promoted by the Municipal Government of São Paulo (PMSP). However, there is a lack of in-depth guidance procedures, with an appropriate scientific basis and adherent to the context of São Paulo. The objective of the postdoctoral project is to develop a guidance model for the development of neighborhood plans in the municipality of São Paulo. This project will support, from a scientific point of view, the construction of a reference model for the development of neighborhood plans in the municipality of São Paulo, with the supervision and coordination of the Responsible Researcher and contributions from the other researchers and participants of the project that is part of the Public Policy Research Program. The research will be developed over a 21-month period, with in-depth bibliographical analysis and synthesis, generation and integration of primary and secondary data, and consolidation of a methodological proposal to support the development of neighborhood plans. Case studies and techniques applied in participatory dynamics and meetings (workshops, brain writing, talking maps, focus groups, questionnaires and interviews) will also be used as input for the construction of the model and also for the generation and discussion of results, with the support of scholarship holders in technical training. The research outputs will directly contribute to the products to be delivered to urban management, such as technical notes, presentations and the document itself to support and promote the development of neighborhood plans in the city of São Paulo.
