Social housing and public policies: : similarities and differences between the Brazilian and Spanish case

Abstract

Currently in Brazil, it is possible to identify initiatives that are supported by large public investments, administered primarily by programs such as: Plano de Aceleração do Crescimento (Acceleration Growth Program - PAC) and Programa Minha Casa Minha Vida (My Home, My Life Program ¿ PMCMV). These programs are responsible for managing great investments in the construction area which enable major changes in urban space. One of their priorities is to stimulate housing construction in order to reduce the housing deficit in the country, which is estimated at 5.9 million households (FUNDAÇÃO JOÃO PINHEIRO, 2012). However, it is noticeable that the quality of the projects and their relationship with the city are left aside. Thereby, the prospect of accelerated urban development in Brazil intensifies the need for discussion on this topic and also for the application of architectural, economic, and urban parameters to ensure project quality in the desired quantity. This research aimed to identify the current architectural and urban guidelines of the PMCMV and analyze similarities and differences with programs performed in Spain, a country that has built more than 5 million homes between 2000 and 2008 (MINISTERIO DE FOMENTO, 2012), especially the Plan de Vivienda (Housing Plan) linked to Consejería de Medio Ambiente, Vivienda y Ordenación del Territorio and also the Programa de Actuación Urbanística (Urban Action Programs) on the level of the city of Madrid, which can shape territory formation. From the "housing bubble" economic disaster to the diversity of successful experiences in the Social Housing field, there have been many examples of great academic importance produced and awarded in Spain which may indicate alternatives to urban and typological models used in Brazil. Thus, this research is justified by the pressing need, in the national scenario, of new formulations on the relationship between architecture and city, essential to the advancement in the housing field as well as in the quality of our cities (AU)
