Abstract

Currently in Brazil it is possible to identify initiatives that are supported by large public investments administered primarily by the "Plano de Aceleração do Crescimento" (PAC) and "Minha Casa Minha Vida" (PMCMV). These programs are responsible for managing billionaires' investments in the construction field which enables major changes in urban space.One of the priorities of these programs is to stimulate housing construction in order to reduce the housing deficit in the country, which is estimated at 5.5 million households (Ministry of Cities, 2010). The prospect of accelerated urban development in Brazil intensifies the need for discussion on this topic and also the application of architectural, economic and urban parameters to ensure project quality in the desired quantity.This research, linked to another one with support from FAPESP, aims to identify the current architectural and urban guidelines of the PMCMV and analyze similarities and differences with programs performed in Spain, a country that has built more than 5 million homes between 2000 and 2008, especially those linked to the "Consejería de Medio Ambiente, Vivienda y Ordenación del Teritorio", such as: "Plan Rehabilita" and "Plan de Vivienda". Since the economic disaster of the "housing bubble" and the diversity of successful experiences in the Social Housing field, there are many examples of great academic importance produced in the country.Thus, the research is justified by the urgent need in the national scene of new formulations about the relation between architecture and city - a desired key to advancement in the housing field and also in the quality of our cities.
