Morality and pragmatism: the links of legitimacy between protection and democracy in the United Nations' multidimensional humanitarianism

Abstract

The trajectory of humanitarianism in the post-Cold War era is noticeable by narratives of human rights - built on the cosmopolitan spirit prevailing in the 1990s. This scenario implied the elaboration of interventionist instruments which the central motto was the primacy of civilians protection. Hence, the prospects for the legitimacy in the collective security system - centered on the Security Council - were linked to its ability to comply with the effectiveness of protection objectives as a set of principles emblematic of contemporary global governance. In this context, the inauguration of multilateral peace operations and the principle of Responsibility to Protect (R2P) have built practices on global security cultures, linked to protective teleology. The promotion of democratic reconstruction structures have been part of the United Nations' efforts across the board, imbricated with a sense of protective realization in guaranteeing political rights, as well as social stabilization. In this way, the main objective of this work is the understanding of the democratic postulate in UN’s peacebuilding processes, and its consequent transformation in the understanding of the doctrines of humanitarian intervention, in related vectors of reform between the interventionist instruments and the interpretations of conditioning factors for stabilization. Therefore, were here discussed foundations on UN’s institutional context, which enabled the axiological conjunction on this matter; the theoretical lenses and the basic instruments that traced the most relevant transformations of contemporary humanitarianism. UNSC resolutions and documentary sources from the Secretariat were analyzed in the search for coordinates on democracy postulates and were verified the existence of three central keys. In addition, the placement of these foundations in a technocratic veneer was made explicit, demobilizing political disputes over the meanings of democracy in the international community. Finally, the conceptual synthesis of protective humanitarianism was explored in order to explain the dialogical dynamics between the moral protective narratives and the low capacity of the engagement to achieve emancipatory objectives; generating the binomial figure between protection and stabilization.
