Abstract

The focus of this research is the investigation of organizational and managerial models and outcomes of multipurpose university research centers (URC). In the last decades, knowledge production understanding evolved from a linear logic to a more dynamic and collaborative one. Universities followed this trend. This mean that, in addition to training human resources through teaching and conducting research, the universities started since the 1980s to interact more with society. In this context, university research centers emerged with the goal of stimulating research and resolution of complex problems, but also of carrying out activities aimed at knowledge appropriation through innovation and diffusion missions. These centers were developed majorly through the implementation of specific research policies and programs. This study contributes to the analysis of the results of this type of policy design, concerning the particular case of São Paulo Research Foundation (FAPESP) Research, Innovation and Dissemination Centers Program (CEPID). CEPID was chosen due to its relevance to public universities in São Paulo state in terms of the amount of financial resources and the time horizon. The dissertation discusses how URCs balance the efforts dedicated to each of the missions (in the light of their organizational and managerial structure) and what are the implications of this design in terms of outcomes. The methodology adopted the approach of multiple case studies and triangulation of data from different sources (interviews, documents/websites, and CV Lattes). The results of this exploratory and descriptive research indicate that: (i) the missions of innovation and diffusion are considered secondary in CEPID’s strategy in comparison with research mission; (ii) the scientific production of the researchers associated with the Centers stood out in comparison with researchers not affiliated with the CEPIDs only in some knowledge fields and particular indicators; (iii) the Program contributed to a more collaborative and internationalized science production effort; (iv) it was not possible to confirm the direct relationship between CEPID’s organization and management models to the center’s scientific results. The study resulted in recommendations to be considered for the improvement of the next calls of the CEPID Program. In general, there is a need for: (i) greater clarification about the roles and responsibilities expected from CEPID researchers and staff; (ii) institutionalization of fundraising process; (iii) the creation of a scientific coordination; and (iv) the search for practices that make it possible to improve missions considered secondary. For future studies, it is proposed the improvement of data collection, which should consider all CEPIDs in operation, a wider period and the production of approved and denied researchers in order to guarantee a more qualified analysis of the causality of the results; and carrying out a comparative study with other similar policies (AU)
