Abstract

The management of health litigation represents a challenge for many municipalities. Scientific production adequately characterized the problem and discussed its repercussions for the Brazilian Public Health System. However, little knowledge has been produced with the aim of contributing to the management of this demand in municipalities, mainly in relation to drug efficacy and patient safety. Previous project of this same group of researchers, with support from FAPESP agency, edict PPSUS SP-2009 (protocol number: 2009/53241-0), proposed a model of municipal health litigation management and developed a computerized system for recording and monitoring of the judicial and administrative suits requesting medicines, nutritional therapy, other products and procedures for health (Jud Sys System). This system is currently hosted in the University of Sorocaba server (http://judsys.uniso.br) and is under test in the Health Departments of four cities of São Paulo state (Sorocaba, Votorantim, Itapeva and São Roque). The aim of this new project is to propose a pharmacotherapeutic follow-up model of patients receiving drugs by court order or by administrative means. The project initially provides the evaluation of limits and possibilities for the construction of this model, incorporating the minimum necessary requirements, such as infrastructure, human and material resources. It also provides the definition of indicators for development of a module to be incorporated into the Jud Sys System for the registration and monitoring of judicial and administrative suits. This new module provides the registration of patient information, their health problems and treatments, suspect adverse drug reactions, clinical development, registration of complications and interventions. After the development of this module, will be discussed the implementation viability in Brazilian Public Health System, considering the reality of the municipalities, since most of them do not keep pharmacotherapeutic monitoring service. In this context, the results obtained are of great importance to estimate the benefits and risks of treatments guaranteed by court or administrative decisions, contributing to the promotion of rational use of medicines.
