Abstract

Sea level rise from climate change would cause serious changes in both the coastal dynamics and the interaction between urban areas and ocean, overturning uses and functions in strategic sectors. Thus, it is of utmost importance to develop public policies in view of reducing and adapting to this threat in coastal urban agglomerations. Considering this, the research aims to contribute to the linkage between the scenarios projected by scientific research and policy decisions in the city of Santos, as the actions taken by municipal decision makers have considered immediate problems only, not incorporating in an effective manner the predictions of environmental changes developed in the scientific field. As part of the comprehensive project Metropole (call Belmont / FAPESP), it aims to observe whether climate change is effectively taken into account in the actions or appears merely as an innocuous speech, which could have negative consequences that would remain in this highly strategic and dynamics municipality, in terms of both its physical and socio-spatial components. For this evaluation, it will be considered scenarios of changes in sea level rise, which are being developed within the overall project and how the city would (or not) be prepared to it, by means of an index developed by researchers from King's College London (Index Adaptive Capacity), to be applied to a number of agents that have the responsibility to create the rules of the city, observing how the speech is translated, or not, into effective actions for local adaptation given the advent of climate change, in particular, changes in sea level rise.
