Abstract

The incorporation of early childhood education to the education system and their subsequent inclusion in basic education, through legal framework set up at the Brazilian re-democratization period, has given rise in recent years, the debate about the assessment of the quality of this educational stage. Initiatives in that direction have been triggered by both the federal government and by municipalities, highlighting concerns in order to meet current legislation. This project, under way since 2013 in the form of Doctoral Thesis, aims to identify and analyze municipal initiatives of the assessment of the Childhood Education's quality, in course in the country, in order to understand its potential and its limits to contribute to guaranteeing the right to education de quality of small children. It is intended to build indicators to support the analysis this initiatives with respect to their potential to contribute in guarantee that right. An analysis of national legislation, and of the documents published by the Ministry of Education as well as domestic and foreign literature on the quality offered in the Childhood Education subsidize the design of analytical referentials to be adopted.
