Abstract

In 2010, the Intergovernmental Panel of Climate Change (IPCC) showed that emissions of greenhouse gases (GHG) more than doubled in comparison to 1970 levels, reaching 7 Gt CO2 eq, considering other GHG besides carbon dioxide. Road vehicles are responsible of about 80% of this increase (IPCC, 2014). The increase in the fleet of cars in recent years has generated congestion, traffic, accidents, stress and other issues. However, there are proposals to solve the problem of urban mobility, with emphasis on the investment on public transport and infrastructure for non-motorized vehicles. Amsterdam and Copenhagen are examples of successful using of bicycles for transportation. The last one invested three million Euros on cycling infrastructure per year, representing 20% to 25% of road infrastructure investment. Brazil has been trying to move forward on this issue by creating the "National Policy on Urban Mobility", but there is lack of planning, investment remains very low and incentives are being deployed disconnected from the other means and other urban policies. The success of these measures requires more accurate studies of the determinants of using bicycle transport, a central theme of this research project. This research evaluates how institutional factors can influence the choice of using the bicycle as a mode of transport. A comparative study will be conducted between Campinas, where several sustainable mobility policies have been proposed and there is a bicycle planning for the coming years, and Amsterdam , Netherlands, that is a success case. Interviews are going to be conducted with managers in the city of Campinas, and ultimately, propose policies adapted to local reality. (AU)
