The municipalities surveyed were divided into two groups, each was chosen by the population density, economy and availability (or not) of local media. The first group, with populations and larger economy, and availability of local media, consists of Bauru, Lençóis Paulista, Iacanga, Pirajuí and Duartina. The second group comprises the small towns of Balbinos, Pongaí, Lucianópolis, Paulistânia and Presidente Alves. The research aims to verify and raise quantitative and qualitative data of the HDI in each municipality, and also the local presence or extent of external communication vehicles.
